I've set up a new mailing list for the general discussion of free postcode dataset collection and maintenance in the UK, with reference to existing sites like freethepostcode.org, npemap.org.uk and openstreetmap.org; the aim is to collect wisdom and experience and maybe coordinate future activities in this field.
