Region 3 (Hong Kong and Indonesia) releases

I don't really recommend getting anime from Hong Kong. They are often pirated and transferred poorly from laserdisc to DVD. The subtitles are often very very badly translated (and sometimes non existent) and the quality overall is pretty poor. Please stay away from the VCDs too as they can be pretty poor quality (although they are cheap). If you don't want to be disappointed, stay away from Hong Kong anime.

There is one company in Indonesia that is of note, however. They are called Odex and have officially licensed a few titles, some of which you can't get in the west. They tend have English subs. The subs and video can be of varying quality. For example, check the Anime on DVD review of their Boys Be release.

They do tend to get titles earlier than the West.
